I corresponded with Ms Attwood about this dance. She replied:
Dear Bruce,
Thank you for your letter and the query regarding bars 17-24 of Butterscotch and Honey.
I wrote this dance in 1984 and have had one or two queries like yours over teh years. Fortunately, most people seem to ha=have read my mind and got it right.
As the dancers reach the top of the set, 1st couple leading, they cross to their own side, each couple in turn passing his, or her, partner by the left shoulder. As you say the dancers “interleave”, or as I always put it, they “criss-cross”.
I had to laugh at your remark about the rest of the civilized world having done the dance already. It reminded me of a remark I read in a humorous novel recently where an elderly Scottish lady tells a slightly younger friend something to the effect that “morals and standards have dramatically reduced since young people refused to do Scottish dancing!” I couldn’t help but feel that the author was trying to make a point.
Anyway, I hope I’ve solved your problem and that you will enjoy dancing Butterscotch and Honey in the future.
