The cribs indicate that on bars 13-16, 2C followed by 1C lead up, out around 3rd couple, and in. However, the instructions here indicate that 2C dances out around 3rd couple, but 1C dances up the middle: http://www.rscds-sf.org/resources/dances/Kathleen%20McAdam%27s%20Scroll.pdf

[13-16] 2c followed by 1c lead up, out behind 3c, dance up the middle to 1pl while{4} 1c dance up the middle to 2pl facing out (2,1,3)

To me the instructions say: On [13] 2c first leads up, then splits and passes behind 3c and dances up along (or even a bit outside) the sidelines to 1pl, while 1c leads up the middle to 2pl facing out. 2c never “dances up the middle” (that also implies “Nearer hands joined”.)
I propose
9-- 1c (leading) + 2c lead down ; and up, 2c (leading) passing behind 3c to 1pl as 1c leads up to 2pl facing out (2,1,3)
In my view the dance would be more beautiful if the “down and up” used Nearer Hands Joined not “Right Hands Joined”. But the deviser wrote “Lead” = RHJ.

Yes, this is correct for 1c (lead up instead of dance up). But IMO, 2c lead up, separate to dance out behind 3c then dance up the middle (if not, 2c is not really leading). No?
