The introduction to the video by the RSCDS Belfast Branch states that the dance was devised by Ruth Barnes.

In the mean time I already asked my friend Patrick in Belfast (who films their videos) about the deviser. He confirmed its by Ruth, “one of our local teachers”.
He also added " FYI - I think I saw it on the website listed as a reel. It’s definitely a Jig."
So I have just changed it from reel to jig.
