No. It’s a 2-couple dance in a 3-couple set as per the original instructions.
It makes sense for this dance to use a 3-couple set because that means that every couple will have one turn as the leading couple with the men’s chain and one with the ladies’ chain. In a 4-couple set, there would be an obvious imbalance because there would have to be two of the one and one of the other. Note also that the RSCDS recording for the dance is six times through.
As far as I can tell all the cribs and diagrams in the database agree with the official description.
