Having played it with him, I’m pretty sure this is by Charlie Jemmett of Christchurch, New Zealand. The record “Down South” was published by Kiwi in 1976. John Mitchell’s book containing the dance was published ten years later. A Google search fails to turn up any other source of the tune.
