RSCDS Book 17 ascribes this tune to Syd Chalmers, but Finlay Forbes reports (http://my.strathspey.org/dd/issue/1394/) that this is not correct and that it was published much earlier by John Clarkson senior.

However it may not have been composed by him, so might actually be Traditional.
